The COMP 2024-2028 extends the trajectory set by the COP 2019-2023 and incorporates the recommendations of the Hcéres report published in March 2024. It reaffirms that Inria's main mission is to strengthen the nation's digital sovereignty through research and innovation. In this context, Inria's strategy is based on two structuring axes: the construction of the Digital Programmes Agency, serving national ambitions and collective dynamics, and the reinforcement of the national research institute in digital sciences and technologies, at the highest international level, faithful to its historical motto ‘Scientific excellence and transfer’.
The success of this strategy depends on differentiated deployment in local digital ecosystems, in particular through the Inria University Centres, which are involved in ambitious partnerships with major research universities.

Inria's strategic trajectory since 2018 has thus been confirmed: by returning to our historic vocation, which led to our creation in 1967 by General de Gaulle, in the words of our COMP, ‘Inria's main mission is to contribute to the nation's digital sovereignty through research and innovation’. In other words, through world-class research in all areas of digital technology, and through our commitment to the dynamics of innovation, through the creation of technological start-ups, our industrial partnerships and the mobility of skills. This is reflected in our historic motto, Scientific Excellence and Transfer.
