Deputy CEO for Administrative, Financial and Wealth Management Affairs

Catherine Gallet-Rybak is appointed Deputy CEO for Administrative, Financial and Wealth Management Affairs (DAFP), with effect from 2022, 1 october.

After studying economics at the University of Toulon and Var, Catherine Gallet-Rybak obtained a doctorate in industrial economics from the Ecole Nationale des Ponts et Chaussées in 1998 on the viability of the universal postal service in a context of opening to competition. She started her career as an expert in regulatory economics in the strategy department of La Poste group before taking on several successive positions as a marketing and financial analyst in the IT industry at Hewlett-Packard in the UK for 3 years. Back in France, she worked as a research director at the network division of the Bureau d'informations et de prévisions économiques (BIPE), on technical and economic studies in the transport and postal sectors.

In 2004, Catherine Gallet-Rybak joined the Autorité de Régulation des Télécommunications, des Postes et de la distribution de la presse (Arcep) where she held various managerial positions in the Postal Regulation Department and then in the Electronic Communications Services and Consumer Relations Department before being appointed Secretary General in 2016, in charge of Human Resources, Finance and Information Systems. In the same year, she obtained a Master 2 in Public Management from the University of Paris Dauphine and ENA.

Catherine Gallet-Rybak has been Assistant to the Director of Financial and Asset Management at Inria since October 1, 2021. As of October 1, 2022, she will be appointed Director of Financial and Asset Management.

In line with the objectives of the DAFP, Catherine Gallet-Rybak will be responsible for pursuing several structuring projects such as stabilizing the changes in the financial chain linked to the deployment of the new financial ERP, strengthening budgetary management and conducting Inria's asset policy, by relying on the collective dynamic and promoting the best possible service both internally to the professions and to external partners.
