LIRIMA
The agreement governing the creation of the International Laboratory for Research in Computer Science and Applied Mathematics (LIRIMA) was signed on 24th November 2009 in Yaoundé. LIRIMA enables cooperation between Inria research teams and teams in Africa (Sub-Saharan Africa and the Maghreb) to be reinforced. It will consequently allow the major operation undertaken by the SARIMA programme (2004-08 – Priority Solidarity Fund created by the French Ministry of Foreign & European Affairs) to be continued.
CALL for proposals for new LIRIMA Project-Teams
Aims
The LIRIMA wishes to promote cutting-edge scientific developments in information technology and applied mathematics relating to the economic and social development issues facing the African continent. Its aim is to support and strengthen North-South and South-South research projects by providing structure for existing networks and by opening them up to other African partners.
Funding
All partners have agreed to support the LIRIMA through the provision of financial, material and human resources. Each partner allocates and manages the budget resources corresponding to its contribution.
In particular, the LIRIMA's funding structure provides support for placement opportunities. As with many international exchange programmes, the rule is that the country sending the researcher on the placement pays for travelling costs, and the host country pays the researcher's living costs.
At the beginning of the year the Teams submit their budget forecasts to the Director of LIRIMA. He then gives his recommendation to the Steering Committee as to how the budget allocated by INRIA should be divided up, based on the size of the Teams and their proposed work. In addition, each Party allocates a budget to the Teams with which it is involved.
The members involved in the projects may also receive grants and may respond to calls from funding agencies.
Eligibility
Projects may relate to any aspect of information technology and applied mathematics. Work relating to the social and environmental challenges facing Africa is especially encouraged, as is research into biology (biological systems and integrative biology; ecological, agricultural and healthcare systems modelling) and resource and environmental management (e.g. biodiversity and water). Priority is also given to training for young doctorate students on a jointly-supervised PhD.
Applications
A Senior Researcher belonging to an African team together with at least one INRIA Researcher must submit a scientific proposal along with their estimated budget for creating a Research Team around this proposal. Proposals will be assessed by the LIRIMA Scientific Committee. They must be defined for a 4-year period and may be renewed once.
Before submitting a proposal, the future African manager of the Project-Team must ensure with his institution or managing body that:
- it supports his application and agrees to contribute financially to the work of the Project-Team, if already a member of the LIRIMA;
- it agrees to become a member of the Laboratory and accept the terms of the LIRIMA Founding Document should the Project-Team be accepted, if not already a member of the LIRIMA. Each Project-Team proposal must be accompanied by a Letter of Commitment from the managing body, submitted via the proposal submission website
- If the Project-Team is chosen, the institution must then apply in writing to the Director of the LIRIMA.

- Log-in to the submissions website and follow the instructions
- Upload (as a .doc or .pdf) the completed and signed file Template_canevas_soumission_equipe (in English)
- Upload the CVs of the Team leader and senior members
- Upload the Letter of Commitment from the managing body (written on its headed paper)
- Register the application (validate it) then exit the submissions website.

- 10 June 2012: Launch of the Call for Proposals for Project-Teams
- 15 September 2012: Deadline for on-line submission of proposals
- 15 November 2012: Project-Team leaders informed of the results
- 30 January 2013: The chosen Project-Teams start their work
