Inria Russia Programme

The "Inria-Russia" Programme aims at fostering scientific collaborations between an Inria project-team and excellent research teams in Russia. It supports exchanges of scientists and students between France and Russia conducting research in computational sciences, automation, information and communication sciences and technologies, and applied mathematics.
The "Inria-Russia" call for proposals is jointly funded by Inria and the Poncelet Laboratory (a joint international unit based in Moscow).

Eligibility

Applicants from France must be member of an Inria project-team.
Applicants from Russia must hold a full-time or equivalent position as a researcher at a university or research institute in Russia (this institution not necessarily being partner of the Poncelet Laboratory consortium).
One researcher can submit only one application per call.
"Inria-Russia" Programme funding is intended to cover the additional costs of the internationalization of the project i.e. researcher, post-doctoral or doctoral student mobility (travel and mission expenses).

Proposals should contribute to the following scientific fields:

  • Algorithmics, programming, software and architecture
  • Networks, systems and services, distributed computing
  • Perception, Cognition & Interaction
  • Applied Mathematics and Computing
  • ICST for life and environmental sciences

Intellectual property rights applying to Inria-Russia projects are governed by the Agreement creating the joint international unit  «Poncelet Laboratory».

Funding

One Inria-Russia Project is supported for 1, 2 or 3 years.

  • The Poncelet Laboratory levies 10% of the budget allocated by Inria to a project, in order to cover management costs. The Poncelet Laboratory provides logistic support for hosted scientists (help for invitation and immigration administrative procedures, accommodation) and for organizing workshops and conferences in Russia.

Applications

Submission of proposals

Proposals, written in English, shall be submitted both to Inria and to Poncelet Laboratory:

  • The Principal Investigator for France submits the proposal to Inria International  Affairs Department through the online application website
  • The Principal Investigator for Russia submits the proposal to the Director of Poncelet Laboratory: secretary@poncelet.ru 

Selection process

Proposals are evaluated by the home institutions of the applicants.
The Poncelet Laboratory Steering Committee decides of the selected projects each year.

Evaluation criteria:

  • Excellence of the participating teams
  • Scientific goals
  • Appropriateness of the proposed research plan and expectations for the advancement of the research
  • Balance of exchanges between the partners
  • Added value gained with the collaboration, mutual research advancement through transfer of knowledge and expertise

Follow up of projects:

Funding is allocated on an annual basis. The payment of a recurrence in the second and third years is subject to the submission of a progress report by the principal investigator at the end of the year, and its approval by Inria and Poncelet Laboratory.
At completion of a project, the principal investigators present a final report to Inria International Affairs Department and to Poncelet Laboratory.
